    Program Manager, Quality Assurance and Compliance 

     

    SUMMARY

    Coordinates and completes financial aid data analysis activities, assessments, and reporting requirements for quality assurance and compliance with financial aid regulations governed by the Ohio Department of Higher Education and the U.S. Department of Education.  Updates and maintains the federal compliance polices within the Student Financial Aid Office.  Serves as the financial aid compliance liaison to ensure institutional compliance with Title IV program and institutional compliance impacted by Title IV regulations and conducts other analyses for the financial aid division.  Serves as a lead researcher for federal regulatory changes and ensures institutional policies are in compliance with regulatory changes and potential impact to the College.

     

    ESSENTIAL FUNCTIONS

    • Reviews regulations associated with federal and state aid to determine potential and/or required changes to current administrative processes

    ·      Ensures a student-centered focus in all financial aid procedures to insure campus service-level support and adherence to all Federal, State regulations and College policies

    ·         Reviews college guidelines and practices provided by individual departments to assure new or proposed changes to such guidelines or practices do not have a negative impact on the college’s ability to administer and process federal and state aid programs

    • Identifies and established accurate and current documentation of procedures and works in tandem with financial aid leadership team to insure procedures and policies are in compliance and efficient to achieve consistency in all financial aid and scholarship processing
    • Audits student eligibility as required by federal regulations for federal and state aid programs including information provided on federal and state aid applications, academic progress and standing, and adherence to institutional standards and policies and regular performs federal student aid assessments
    • Identifies inefficiencies in processing, implements corrective action to ensure processing quality controls
    • Serves as a member of the Student Financial Aid & Scholarship Leadership Team which is comprised of Campus Directors, College-wide Director, Executive Director, and Vice President to ensure institutional and regulatory compliance
    • Works closely with and has a direct reporting line to Administration and Finance Department and indirect reporting line to Enrollment Management to ensure all steps in the enrollment process support student success; works to insure continuity in all student services that support Student Affairs units
    • Develops and administers internal financial aid communication protocol for training and updates associated with processing federal and state aid eligibility such as new technical functionality, new Banner forms, new federal websites, etc.
    • Manages data requests and technical systems updates for financial aid functionality and compliance efficiency
    • Performs other duties as assigned

    REQUIRED QUALIFICATIONS

    EDUCATION AND EXPERIENCE/TRAINING

    ·         Bachelor's degree in Higher Education Administration or a related field

    ·         Minimum of six years of progressively responsible experience in a Financial Aid Department; including experience with assessing, implementing, and maintaining a quality improvement system for federal regulations and financial aid program

    ·         Demonstrated experience effectively making decisions that have major implications on the management and operations within a department

    ·         Demonstrated experience in a role requiring diverse problem solving methods in a variety of situations

    ·         Possess comprehensive knowledge of U.S. Department of Education financial aid theories, concepts and practices with the ability to use in complex, difficult and/or unprecedented situations as it pertains to the departmental focus

    ·         Possess excellent organizational and prioritization skills with demonstrated attention to detail

    ·         Ability to be creative and exercise initiative

    ·         Possess excellent written, verbal and interpersonal communication skills

    ·         Possess strong organizational and time-management skills

    ·         Ability to confidentially and discreetly handle subject matters requiring privacy and sensitivity

    ·         Ability to collaborate, persuade, gain cooperation and acceptance of ideas on significant projects

    • The work is performed in a normal, professional office environment;
